Financial health
We do not score finances when yearly spending is very small or the return has too little detail. The ratios stop meaning much at that size.

Governance
This organization files the short tax form, which does not ask about boards, policies or audits. That is normal for a small charity and is not a mark against it.

Impact evidence
Describes programs. Its tax return describes what it does but we have found no measurable results in it.
Programs described in its return (4)
- $59,334 spent. Artwork Installations and Maintenance: Includes the Quake Mosaic installation. The Napa County Quake Mosaic is an artist-led, community-built public art project made from household objects salvaged after the 2014 earthquake and the 2017 & 2020 wildfires in Napa. The artwork is made of 406 sections that were fabricated by more than 2000 members of the Napa County community. The Rail Arts District funded and managed the installation of the mosaic onto the side of a train car. The car is installed in the district, but RAD Napa is currently working with the City of Napa to install it permanently in the RAD.
- $7,176 spent. Public relations and education programs: Included four tours of the Rail Arts District and a tour of the Quake Mosaic in process.
- $2,142 spent. Action Avenue Project Development. The Rail Arts District is developing an area of the district into a gathering place. As part of the development we will be installing decomposed granite, fencing, and landscaping. Planning began in FY24.
- Action Art Fest. The first annual Action Art Fest to celebrate the installation of the Quake Mosaic took place in August of 2025, but planning for the event took place over the last 6 months of FY 24.
