GENERATE AND PROVIDE A MONTHLY BILL FOR THE DISBURSEMENT OF WATER. COLLECT MAINTENANCE RESERVE FUNDS IN A SECURED ACCOUNT AND DISBURSE ACCORDINGLY FOR REPAIRS, MAINTENANCE AND UPKEEP OF THE WATER SYSTEM.
