Financial health

We do not score finances when yearly spending is very small or the return has too little detail. The ratios stop meaning much at that size.

Governance

This organization files the short tax form, which does not ask about boards, policies or audits. That is normal for a small charity and is not a mark against it.

Impact evidence

Describes programs. Its tax return describes what it does but we have found no measurable results in it.

Programs described in its return (4)
  1. $23,058 spent. ECCA WORKS CLOSELY WITH THE VIRGINIA DEPARTMENT OF HISTORIC RESOURCES TO SURVEY HISTORIC BUILDINGS, STRUCTURES AND SITES IN RURAL AREAS OF ESSEX COUNTY TO IDENTIFY POTENTIALLY SIGNIFICANT RURAL HISTORIC DISTRICTS. THE SURVEY IDENTIFIED TWO ELIGIBLE RURAL HISTORIC DISTRICTS: THE MILLERS TAVERN RURAL HISTORIC DISTRICT AND THE OCCUPACIA-RAPPAHANNOCK RURAL HISTORIC DISTRICT. WORK ON THE FORMER WAS COMPLETED AND LED TO THAT DISTRICT'S SUCCESSFUL NOMINATION AND LISTING ON THE VIRGINIA LANDMARKS REGISTER. THE LATTER DISTRICT WAS APPROVED FOR LISTING ON THE VIRGINIA LANDMARKS REGISTER AND THE NATIONAL REGISTER OF HISTORIC PLACES.
  2. $5,953 spent. ECCA WORKED WITH FRIENDS OF THE RAPPAHANNOCK AND SCENIC VIRGINIA TO NOMINATE THE LOWER RAPPAHANNOCK FOR STATE DESIGNATION AS A SCENIC RIVER, COVERNING THE SECTION FROM THE ROUTE 3 BRIDGE AT FREDERICKSBURG TO THE BAY. THIS STRETCH OF THE RIVER IS UNBURDENED BY FACTORIES AND INDUSTRIAL POLLUTION AND SERVES AS HOST TO MANY AQUATIC SPECIES OF ANIMAL LIFE, INCLUDING STURGEON AND STRIPED BASS THAT SWIM UPRIVER TO SPAWN, OYSTERS THAT THRIVE IN THE HIGH SALINITY AREAS, BLUE CRABS THAT CAN TRANSITION TO LOWER SALINITY WATERS AND A DIVERSITY OF PLANT LIFE THAT GROWS IN THE SALT AND FRESHWATER MARSHES THAT BORDER THE RIVER. THE VIRGINIA LEGISLATURE APPROVED DESIGNATION OF A 79 MILE STRETCH FROM FREDERICKSBURG EAST TO THE DOWN-RIVER BOUNDARIES OF ESSEX AND RICHMOND COUNTIES EFFECTIVE JULY 1, 2021.
  3. $1,359 spent. PUBLICATION OF THE ECCA 2023 REPORT OF SIGNIFICANT AREAS OF INTEREST TO ESSEX COUNTY, VIRGINIA AND CITIZENS THROUGHOUT THE COMMONWEALTH. THIS 77 PAGE DOCUMENT CONTAINS NUMEROUS HISTORICAL AND EDUCATIONAL ARTICLES CONCERNING THE COUNTY AND THE HISTORICAL SIGNIFICANCE OF NATIVE SETTLEMENTS AND TRADE AS WELL AS ITS EFFORTS IN CONSERVING FARMLAND, TIMBER AND WETLANDS.
  4. $4,479 spent. ECCA PROMOTES THE USE OF CONSERVATION EASEMENTS TO BENEFIT LANDOWNERS AND TO PRESERVE THE COUNTY'S RURAL CHARACTER. THROUGH THESE EFFORTS OVER 19% OF ESSEX COUNTY IS NOW UNDER EASEMENT, MORE THAN ANY OTHER COUNTY ALONG THE RAPPAHANNOCK RIVER. THESE EASEMENTS PROTECT OVER 32,000 ACRES OF LAND IN THE COUNTY.
