Programs described in its return (4)
  1. $616.1 million spent. New York State's Uninsured Care Programs (UCP) administer several major health access programs that support eligible individuals in obtaining medications, health insurance coverage, home care, and related health services. As of March 31, 2026, active program participation was as follows: ADAP: 17,224 ADAP+: 16,698 Home Care: 107 APIC: 4,977 During FY26, the UCP continued to administer high-volume program operations while also completing several significant programmatic and operational improvements. The UCP increased the percentage of participants with comprehensive health insurance coverage from 72% to 80%. Through the creation of an Insurance Enrollment Unit, the UCP identified and assisted 773 participants in transitioning from ADAP Plus to APIC, supporting access to comprehensive coverage through a more cost-effective program model. The UCP also implemented a disaster recovery site to strengthen business continuity and reduce the risk of service interruptions for participants, providers, and program operations. In addition, during the reporting period, 94% of active UCP participants with available viral load data achieved viral suppression, outperforming the most recently reported national ADAP viral suppression rate of 87% and reflecting the UCP's role in supporting access to effective HIV treatment. In FY27, the UCP plans to build on these accomplishments by advancing projects intended to improve communication, streamline documentation submission, and strengthen program administration. Planned initiatives include HIPAA-compliant text communication, enhancements to the documentation submission portal, and updates to eligibility requirements and related procedures to improve clarity, consistency, and participant access.
  2. $101.9 million spent. The Centers for Disease Control and Prevention (CDC) Public Health Emergency Preparedness (PHEP), the Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP), and ASPR Medical Reserve Corps State, Territory and Tribal Nations, Representative Organizations for Next Generation (MRC-STRONG) funding supports the efforts of the New York State Department of Health (NYSDOH) Office of Health Emergency Preparedness (OHEP). NYSDOH OHEP continues to work with the State Office of Emergency Management (State OEM) and other State Agencies, Local Health Departments (LHD) and private and public-sector partners to build a solid emergency preparedness and response foundation to respond to any crisis or emergent situation in the State. NYSDOH OHEP operates an integrated and comprehensive health emergency preparedness program, and these efforts can be categorized across several areas. 1. Planning and Assessment: NYSDOH OHEP in collaboration with its partners creates plans and conducts assessments to address different aspects or contingencies of health emergency preparedness. NYSDOH OHEP works collaboratively with stakeholders and internal/external partners such as Regional Offices (RO)s, LHDs, clinical advisors, and others to develop these plans and assessments. Accomplishments from the period 04/01/2025 to 03/31/2026: NYSDOH OHEP in collaboration with Health Care Coalition (HCC) Readiness and Response Coordinators completed a coalition level Readiness Assessment in conjunction with coalition partners by January 31, 2026, Budget Period (BP) 2. NYSDOH OHEP in collaboration with HCC Readiness and Response Coordinators completed a coalition level Hazard Vulnerability Assessment (HVA) in conjunction with coalition partners by December 31st, 2025 (BP2). NYSDOH OHEP collaborated with HCC Readiness and Response Coordinators in identifying and updating any planning gaps for all four (4) Health Emergency Preparedness Coalitions (HEPCs), Health Emergency Preparedness and Response Plans, Medical Surge Support Functional Annex, and Pediatric Surge Hazard Specific Annexes. The State Health Department staff in collaboration with the All-hazards Hazards Planning Workgroup, Emergency Support Function (ESF) partners and regional and local experts has updated a State Health Department Pediatric Surge Plan based on Risk Assessment priorities. State Health Department staff continues to collaborate with All- Hazards Planning Workgroup, ESF partners and regional and local experts to review and update the Pandemic Influenza plan. NYSDOH OHEP developed and deployed both cybersecurity and extended downtime assessments to the four (4) HEPC partners to complete both of these coalition assessments in BP. DHSES, Office of Emergency Management (OEM) coordinated exercises with the State Department of Health, Emergency Management (EM), Emergency Management System, and other State agencies to develop one (1) annual Integrated Preparedness Planning Workshop (IPPFW) each BP. The State Health Department reviews and provides feedback to the HEPC training plans annually. NYSDOH OHEP collaborated with the HCC Readiness and Response Coordinators to review their existing inventory databases to update the state and regional Resource Inventory Assessment (RIA) report. The updated RIA report will be included in the HEPC's Health Emergency Preparedness and Response Plans (HEPRP) and shared with coalition members. Clinical Advisors engaged in coalition meetings and activities and validated coalition plans based on identified HVA priorities. State Health Department staff coordinated the Facility Evacuation Profile Application (FEPA) program ensuring all New York City (NYC) based healthcare facilities had updated their profile in the application during the January-March 2026 compliance period. State Health Department Staff coordinated the Healthcare Facility Evacuation Center (HEC) program including coordinating updates to the HEC Application, HEC online training modules, and HEC guidance documents with applicable external partners between December 2025-March 2026. HCC Readiness and Response Coordinators coordinated multiple coalition workgroups that focused on a variety of topics based on regional programmatic needs and gaps identified in their regional hazard assessments. Some of the things these workgroups did include but are not limited to: helping plan exercises, creation of pediatric preparedness resources, development of guidance on emerging infectious diseases, and the building of communication capabilities between coalition members. 2. NYSDOH Informatics provided the HEPCs access to the IMS Dashboard and conducted role-specific training and updated the HEPRP with cyber security policies. NYSDOH OHEP conducted annual incident management training for staff identified in key positions within the NYSDOH IMS. NYSDOH Informatics maintained the security and performance of the NYSDOH IMS dashboard, a data visualization tool that provides a view of aggregate, real-time data from selected preparedness and response applications on the Health Commerce System (HCS). HCS is the secure website for web-based interactions used by the NYSDOH to communicate important and time-sensitive information to health care providers. NYSDOH updat
